انسحب تكتل لبنان القوي من الجلسة النيابية المخصصة للثقة.
وأفادت قناة الجديد عن انسحاب نواب لبنان القوي من الجلسة بعد رفض الرئيس بري إعطاء الكلام لنائب ثانٍ في الكتلة.
في حين أكد مصدر نيابي في التيار للـLBCI أن انسحاب تكتل لبنان القوي من الجلسة اعتراضا على حصر كلمته بالنائب جبران باسيل فيما التكتل هو الوحيد الذي يقف في صفوف المعارضة وبالتالي فإن كلمات الكتل الداعمة هي لزوم ما لا يلزم علما ان النظام الداخلي يسمح للنواب بالكلام.
جلس نائب رئيس مجلس النواب الياس بو صعب على كرسي رئيس المجلس نبيه برّي لبعض الوقت، فاستغلّ أحد النوّاب الظرف طالباً منه أن يضيف اسمه الى لائحة المتكلّمين في ظلّ تشدّد برّي باختصار الكلمات.
أظهرت صورة متداولة ما تبقى من خطاب الأمين العام السابق لحزب الله السيد هاشم صفي الدين، حيث افادت معلومات ان صفي الدين كتب خطابا بعد إعلان إستشهاد السيد نصرالله، وقد عثر على 3 صفحات منه.
ناقش رئيس المجلس التنفيذيّ ل” مشروع وطن الإنسان” النائب نعمة افرام البيان الوزاريّ لحكومة الرئيس نواف سلام، في كلمة له في المجلس النيابيّ جاء فيها: بإسم “مشروع وطن الإنسان” أمنح الثقة للحكومة، لأنني أعرف الوزراء وأرى في بيانهم الوزاري آمال الإصلاح والإنتاجيّة، وهما ركيزتان أساسيتان لنا كـ” مشروع وطن الإنسان” ولمستقبل لبنان. لقد حان الوقت لإعادة بناء مؤسّسات الدولة اللبنانيّة بعمق. النظام التشغيليّ للدولة قديم، فالموظفون يعملون وفق توصيف وظيفيّ من الخمسينيات، والهيكلية تحتاج إلى تغيير جذري. لذلك تقف هذه الحكومة أمام مسؤولية تحديث الدولة. ونحن كـ” مشروع وطن الإنسان” أعطيناها الثقة لأننا نؤمن بالحريّة، والحداثة، والازدهار كنقاط انطلاق نحو مستقبل أفضل للبنانيين”.
افرام أكمل:” نحن اليوم أمام زمن جديد لا عودة فيه، زمن Singularity ، زمن التفرد التكنولوجيّ. فلأول مرة في التاريخ، يخترع الإنسان آلة أذكى منه. الذكاء الاصطناعيّ يغيّر الواقع والتاريخ بلا رجعة. وحسناً فعلت الحكومة في مقاربة موضوع الذكاء الاصطناعيّ لأن من لا يواكب الثورة التكنولوجيّة سيعيش خارج الحداثة. والحرب الأخيرة كشفت فجوة تكنولوجيّة هائلة، بين سلاح من الجيل الثالث والرابع وسلاح من الجيل السادس. وخلال سنوات قليلة، سيغيّر الذكاء الاصطناعيّ الشامل كلّ شيء. وفي المستقبل القريب، لن تكون هناك حاجة للتأشيرات، ولن يكون الإنسان الخيار الأفضل للعمل. سيكون شراء روبوت أكثر كفاءة وأقل تكلفة. علينا أن نقرّر: هل سندخل هذا العصر أم سنخرج من التاريخ”؟
وتابع:” الحكومة طرحت 24 نقطة في بيانها الوزاري، ونحن نهنّئها عليها. ولدي نقاط سريعة يجب معالجتها فورًا.
أولى هذه النقاط: الاقتصاد الموازيّ أو الاقتصاد الأسود، الذي أصبح يشكّل 60% من الاقتصاد اللبنانيّ، وتكمن خطورة الاقتصاد الأسود أنه ينمو بسرعة، إذ يتمتّع بقدرة تنافسيّة تفوق الاقتصاد الأبيض الشرعي بنسبة 30% إذ لا يدفع TVA ولا جمارك، والأخطر أنه يدفع اشتراكات الضمان الاجتماعيّ على أساس الحدّ الأدنى للأجور، ما يخلق فجوة غير واقعية في الأكلاف والقدرة التنافسيّة. على الحكومة معالجة هذه المشكلة لسدّ الفجوة بين الاقتصاد الرسميّ والاقتصاد الموازيّ، وحماية الاقتصاد الشرعيّ من الانهيار.
ثانياً: نتأمّل ورشةُ مراسيم تطبيقيّة لتطبيق 70 قانون غير نافذ وتشكيل الهيئات الناظمة والإداريّة.
المطلوب البدءُ بتطبيقِ قانون التوقيع الإلكترونيّ، كونُهُ حجَرَ الأساسِ في مكننةِ الدولةِ وتطويرِ الخدماتِ الرقميّة، مما يُسهِمُ في تحسينِ الكفاءةِ الإداريةِ وتعزيزِ الشفافية. كما الإسراعُ في تعيينِ هيئةِ إدارةِ النفايات الصلبة وتفعيلُ القانون الخاص بها، بما يضمنُ تنفيذَ سياساتٍ مستدامة لمعالجةِ أزمة النفاياتِ بطريقةٍ منظّمة وفعّالة. وإعادةُ طرحِ قانون تعيين الفئة الأولى والثانية، الذي سبقَ أن طُرِحَ وتمَّ ردُّهُ، مع إدخالِ تعديلاتٍ محدودةٍ إذا لزمَ الأمر، لأنه أساس في فصل السياسة عن الإدارة وإعادة بناء مؤسسات الدولة.
ثالثاً: إن البيانات المترابطة للدولة اللبنانية ليست مجرد مسألة إداريّة، بل هي أساس في قراءة المؤشّرات، وحجر الزاوية في الأمن القوميّ. أنا أعتبرُ أن الأرشَفَةَ والتوثيقَ وحفظ المعلومات وفقَ أحدثَ تقنياتِ المكننة والقُدرةِ على الولوجِ إليها، تشكّلُ حجرَ الزاوية في رقمنةِ الدولة، إذ أن أهمَّ ثروة وطنيّة اليوم هي البيانات والمعلومات المتعلّقة بسجلاتِ النفوس، الكهرباء، الصحّة، الضرائب، المالية، والمحاكم وسائرِ الإدارات. إنّ ربطَ هذه البياناتِ وإدارتِها بشكلٍ متكامل، يشكّل الأساسَ لإطلاقِ مؤشّراتِ الحوكمة وقياسِ الأداء، لأنّنا ببساطة لا يمكُننا تطويرَ ما لا يُمْكِن قياسَهُ. و من الإيجابيّ أن تكونَ هذه أوّل حكومة تتحدّثُ عن أهميّةِ المؤشّرات، لكن لا يمكن بناءَ قراءةٍ دقيقةٍ لها دونَ وجودِ قاعدةِ بياناتٍ مترابطة تخضَعُ لحمايةٍ أمنيّةٍ ضمنَ إطارِ الأمنِ القوميّ اللبناني. ولا أستبعدُ أن يكونَ من الضروري وضعَ هذه الأنظمةِ داخِلَ منشآتٍ محصَّنةٍ وآمنة، مع توفيرِ أعلى مستويات الأمان للـ servers واعتمادِ آلياتٍ متقدّمةٍ لإدارةِ التعافي من الكوارثِ المعلوماتيّةِ أو غيرها. وأنا أخشى أن نكونَ تأخّرنا كثيراً في حمايةِ سجلاتِ النفوس، التي يمكن أن تكون قد تعرّضَت سابقاً للتلاعُب، ما يشكِّلُ خطرًا هائلًا على مستقبلِ الأجيال.
رابعاً: أحْسَنَت الحكومةُ صُنعًا بالتركيزِ على الحيادِ في سياساتِها الخارجيّة، إذ باتَ استقرارُ لبنان وكيانُه مرتبطًا بشكلٍ مباشر بهذا المبدأ. فالدولُ التعدديّة كلبنان، إن لم تكُن حيادية، يكونُ مصيرُها الانزلاقِ إلى الصراعاتِ الداخليّة والحروب، مهما بلغَت الجهودُ المبذولة لتفادي ذلك.
خامساً : إنّ إقرارُ قانون استقلاليّة القضاء يُشكّلُ حجرَ الأساس في بناءِ دولةِ القانون والمؤسّسات، على أن تستندُ هذه الاستقلاليّة إلى مبدأ أن تكونُ كلمةَ الفصلِ في تعيينِ القضاةِ بيدِ مجلس القضاء الأعلى، دون أي قابليّة للإقالة أو العزل.
سادساً: أطالب الحكومةَ بإيلاءِ منطقة كسروان وجبيل اهتمامًا خاصًا، إذ تعاني بنيَتُها التحتيّة من ترهّلٍ وتآكل، بعدما صُمّمت لخدمة ِ100 ألف نسمة في عهدِ الرئيس فؤاد شهاب، فيما تخدمُ اليومّ نحو نصف مليون نسمة، مما يجعَلُ الاستثمارُ في تحديثِها أولويّةً وطنيّة لا تحتملُ التأجيل.
فأوتوستراد جونية يُشكّلُ شريانًا حيويًا يربطُ العاصمةَ بالشمال، ومع ذلك، فهو يعاني من اختناقاتٍ مروريّةٍ هائلة. ولدينا المخطط A1 الجاهز للتنفيذ، والذي يتطلبُ فقط قرارًا جريئًا وتمويلاً مناسبًا للمباشرة فورًا بتحقيقِ هذا المشروع الحيوي. أما طريق عيون السيمان، فلا يُعقلُ أن تبقى بهذهِ الحال، فيما تُعتبرُ منطقةَ فاريا وكفردبيان كنزًا سياحيًا نادرًا بثروتِها الطبيعيّةِ الفريدة من نوعِها على امتداد 1000 كلم، وهي وجهةٌ يقصُدُها الأشقّاءُ العرب سنويًا. إلا أنّ الطرقاتَ القديمة والضيّقة لا تحتملُ الزحمة. كذلك، فإنّ مرفأ جونية القديم، ومن دونِ أي تكلفة تُذكر، يمكنُ تفعيلُهُ فورًا لإطلاقِ خطٍ بحريٍّ سياحيّ يستقطبُ ملايينَ السياح الذين يزورون قبرص، حيث يمكنُ استحداث رحلات بحريّةٍ توفرُ تجربةً ترفيهيّة مميزة على الباخرة، مع قضاءِ يومين في لبنان قبلَ العودة ِإلى قبرص، ما يُعززُ السياحةُ ويُدخلُ العملةَ الصعبة إلى البلاد. أمّا المرفأ الجديد، الذي لم يُستكمل بعد، فيمكنُ إنجازُهُ وفق نظام BOT، وبأقلِ من ثلاثِ سنوات، ليصبحَ قادراً على استقبالِ البواخرِ العملاقة، ما يسمحُ لهُ بأخذِ دورِه الطبيعي كمرفأ سياحي استراتيجي يخدُمُ لبنان بأكملِهِ، تمامًا كما خُطّط لهُ منذ البداية”.
وختم قائلاً:” نتمنى لدولةِ الرئيس كما لهذه الحكومة بما فيها من شخصيّاتٍ مرموقة وكفوءة كلّ التوفيق كحكومة أولى في العهدِ الجديد، وكحكومةٍ أولى من المئويّة الثانية للبنان الكبير، لعلّنا نتعلّم ُمن المئويّةِ الأولى وإخفاقاتِها العظيمة، لندعّمَ البناءَ ونرسِّخَ الاستقرارَ ونضاعِفَ الإنتاجيّةَ، وإلّا سيكونُ الكيانُ في تهديدٍ وجوديّ دائم.”
تمنى رئيس لجنة الشباب والرياضة النيابية النائب سيمون ابي رميا، في مداخلة خلال مناقشة البيان الوزاري في البرلمان، لوزيرة الشباب والرياضة نورا بيراقداريان “التوفيق في مهامها”، مسلّطاً الضوء على “الواقع المزري للوزارة حيث تطغى المحسوبيات والطائفية والسياسة على المصلحة العامة للرياضة”.
كما ودعا أبي رميا الحكومة الجديدة إلى “إعادة الثقة إلى شابات وشباب لبنان والعمل الجدي على تطبيق وثيقة السياسة الشبابية التي اقرت منذ 2012، وفيها خريطة طريق لانخراط الشباب اللبناني في الحياة السياسية وتأمين مقومات الحياة الكريمة لهم وترسيخهم في لبنان عبر خلق فرص عمل واعتماد سياسات خاصة بهم في قطاعات متعددة كالنقل والسكن والصحة وغيرها من المجالات”.
وقال أبي رميا “لا مستقبل للبنان بدون ثقة الشباب في وطنهم”.
اعتبر النائب ابراهيم كنعان في كلمة خلال جسلة مناقشة البيان الوزاري أن “البيانات الوزارية مكررة والأهم يبقى الجدية بالتنفيذ وصدق الإرادة السياسية التي انتجت أو ساهمت بإنتاج الحكومة. واذا اردنا منح ثقة، فهي لأمل اللبنانيين بالإنقاذ، في ظل الفرصة الاستثنائية التي لا يجب إضاعتها”.
وقال:”هناك تعهدات عربية ودولية لدعم الجيش نريد أن نعرف أين أصبحت، وماذا ستفعل الحكومة اذا لم تتأمّن. لأن مفتاح الحل هي الفرصة الاستثنائية بتطبيق قرار وقف الأعمال العدائية التي تخرقه إسرائيل وعدم التنفيذ سيعيدنا الى المشكلة نفسها، فتغيب الحلول والسيادة والاستقرار”.
ورأى أنه “لا تنقصنا كثرة تشريعات بقدر ما ينقصنا احترام القانون وقضاء يحاسب ولا يكون تابعاً للسلطة السياسية”.
أضاف: “هيئات الرقابة تابعة للحكومة فهل نسأل بعد هذا الربط لماذا لم تبت أجهزة الرقابة بملفات أحلناها عليها من التوظيف العشوائي الى الملفات المالية؟ فكيف تحاسب سلطة رقابية السلطة التابعة لها؟ لذلك يجب ربط أجهزة الرقابة برئاسة الجمهورية لا بالحكومة”.
تابع: “اذا لم تضع الحكومة موازنة إصلاحية فكيف يكون هناك إصلاح؟ فمشروع موازنة 2025 يفتقد الى أي رؤية إصلاحية وإنقاذية بينما أهم عمل تقوم به الحكومة هي الموازنة والحسابات المالية. لذلك أكرر الطلب الذي أعلنته منذ تشرين الأول 2024 باستردادها من الحكومة لأننا لا نتمنى للحكومة إصدار الموازنة بمرسوم من دون درسها”.
ختم:”الاصلاح يبدأ بالموازنة والحسابات المالية تبرئ ذمة الحكومة وأموال المودعين ليست عملية شعار والشجاعة في القرارات يجب أن تكون فوق كل الاعتبارات”.

كشف رئيس الموساد ديفيد برنياع تفاصيل جديدة حول عملية «البيجرز» التي أدت إلى استشهاد وإصابة ما يصل إلى 3 آلاف عنصر من «حزب الله»، إلى جانب عدد غير محدد من المدنيين، عندما قامت أجهزة الاستخبارات الإسرائيلية الموساد بتفجير الأجهزة عن بُعد في 17 أيلول الماضي.
وتحدث برنياع في المؤتمر السنوي لمعهد أبحاث الأمن القومي في تل أبيب عن العملية، مشيداً “برئيس الوزراء الإسرائيلي بنيامين نتنياهو لإعطائه الأوامر بتنفيذ العملية التي أدت إلى تغيير ميزان القوى في الشمال”، على حدّ قوله.
ووفق رئيس الموساد، «فإن العملية، التي خُطط لها على مدى سنوات، مكنت من تنفيذ ضربة مركزة ضد عناصر حزب الله وأثرت على مجريات القتال»، مؤكداً «قرار تنفيذها كان مثيراً للجدل، لكنه أثبت فاعليته».
وأوضح برنياع الذي نال جائزة خاصة من المعهد «تقديراً لمساهمة (الموساد) في أمن إسرائيل»، نطاق العملية وتداعياتها الاستراتيجية، قائلاً: «عند تفعيل العملية، تم تفجير عدد من أجهزة البيجرز بمعدل عشرة أضعاف ما كانت عليه في بداية الحرب». وعدَّ أن «العملية تمثل نقطة تحول في الشمال، وفتحت الطريق لعشرة أيام انقلبت فيها موازين القوى»، مع إقراره بأن التنفيذ «كان معقداً ومثيراً للجدل».
وأوضح: «كان الجدل حول ما إذا كان يجب تنفيذ العملية في بداية الحرب كبيراً. وفي النهاية، قرر رئيس الوزراء لصالحها – خلافاً تماماً لرأي الأغلبية في النقاش».
ولفت إلى «أن التحضير للعملية بدأ في فترة ولاية تمير فردو رئيساً للموساد، واستمرت خلال فترة يوسي كوهين. وقد بُنيت على أساس فهم عميق واستغلال نقاط الضعف التكنولوجية». وأوضح: «فكرنا في طريقة جديدة لضرب المسلحين من خلال تفجير الأجهزة الملاصقة لأجسادهم. وقد أتيحت الفرصة العملية، ووصلت إلى لبنان الدفعة الأولى التي شملت 500 جهاز بيجرز فقط قبل أسابيع قليلة من السابع من أكتوبر».
